Recently, the Ministry of Science and Technology issued the Special Plan for Scientific and Technological Innovation in the Material Field during the 13th Five-Year Plan, which clarifies the thinking objectives, task layout and key directions of scientific and technological innovation in the Material Field during the 13th Five-Year Plan. In order to meet the major needs of national defense development, we will focus on the upgrading of basic materials and technologies, industrial upgrading, strategic advanced electronic materials, key technologies and supporting platforms for material genetic engineering, nano-materials and devices, advanced structures and composites, new functional and intelligent materials, and the building of a contingent of talented personnel in materials.
Among them, new functional and intelligent materials, superconducting materials, intelligent / bionic / metamaterials, extreme environmental materials and other cutting-edge new materials as a breakthrough to seize the material frontier commanding heights. As an eco-environmental material, biodegradable materials have been successfully selected, including life cycle green assessment and ecological design, environmentally friendly flame retardant materials, purification materials, high-quality materials, biodegradable carbon neutral engineering technology and demonstration. These PHA are closely related to it, biodegradable materials can even be used as a new generation of biomedical materials can not be too narrow, environmentally friendly, harmless to the human body and zero pollution.
The plan puts forward the following policy measures:

3., persist in integrating the army with the people and strengthen civil military integration.
4. follow the law of material development and improve the organization and management mode. We should adhere to the goal-oriented approach, combine production, learning, research and application, implement major projects and key projects in the field of materials, and solve the problem of “not using good materials but not using good ones” which has puzzled the development of China’s material industry for a long time.
5., give full play to the advantages of alliance and enhance the implementation effect.

(three) supporting innovative policies
1., improve the environment for innovation and development. To formulate and improve industry access conditions, publish catalogues of key materials and products, and implement major projects in the field of materials.
2. enhance sustainable innovation capability. Continuously increasing investment in technology research and development, attaching importance to the research and development of material foundation, so that original innovation has become the source of sustainable development. Give full play to the main role of enterprise innovation, accelerate the cultivation of a number of material enterprises with a certain scale, prominent advantages and characteristics, master the core technology. Encourage the raw material industry enterprises to vigorously develop intensive processing and new material industry, extend the industrial chain, increase added value, and promote the transformation and upgrading of traditional material industry. We should attach great importance to giving full play to the innovative role of SMEs in the material industry, support SMEs to develop in the direction of “specialization, refinement, specialization and innovation”, improve the supporting capacity of SMEs for large enterprises and large projects, and create a number of “small giants” of materials enterprises.
3., increase the public R & D service platform, innovation base and the construction of strategic alliance of industrial technology innovation.
4., we should vigorously strengthen the protection of intellectual property rights and implement intellectual property rights and standard strategies.
5. speed up the construction of multi-level and multi type innovative talents.
6., deepen international cooperation and exchanges. We will encourage international technological exchanges and expand the global influence and voice of technological innovation in China’s material industry by adopting various means, such as scientific and technological cooperation, technology transfer, capacity cooperation, joint development and utilization of resources, and participation in the formulation of international standards.
7., increase fiscal and tax policy support and improve SME financing system. We will implement various national financial policies to support SMEs and support financial institutions to provide more financing services for SMEs.
8., improve the public service system, optimize and improve the achievements transformation and technology transfer mechanism.
9., around the “one belt and one way” national strategy, we should tilt the support for materials R & D projects that support output output and resource input.
